[PLEASE SUGGEST] GENUINE MALWARE REMOVAL TOOL

hi folks, 

I ran into big issue on my laptop. I can't seem to connect to the internet, nor do I have control over "UAC", even though I am admin on my pc. Some program in my pc is controling everything. I tried installing malwarebytes or other anti-malware removal, it doesn't even let me open installation file. I don't know what going on. 

Can anyone suggest a solution?

From looks of it you have RAT on pc. Only permanent solution - Reinstall operating system.
